That will be still some way away, but certainly it is our intention to reduce the scope of each release and have a shorter release cycle. 3.0 got caught up with the huge scope of JPA and other things.
In the meantime, you can always pull down built artifacts from Hudson. There is nothing unstable in 3.1 right now except perhaps all the work on the Modeler.
