Frameworks need frameworks ...

The woapplication task allows the specification of frameworks it
depends on, but woframework doesn't have that (at least not
documented, I haven't looked at the code yet). Higher frameworks can
depend on lower ones, but maybe this apparent omission is OK since
those dependencies don't matter till you put together an application.
Am I right?
