There are thousands of developers setting out to do various eclipse
plugins. Us WO-developers are not the only ones working with html, XML,
    Java ...

Would it be impossible to find one or two existing eclipse plugin
projects and simply contribute what is needed to make it WO-aware? (It
doesn't have to be WO-only.) Perhaps code you, and others, already have
could be the basis for that contribution. Look at
http://sourceforge.net/projects/solareclipse/ It seems to be one
developer with ambitious plans. I'm sure he'd love some help.

Sometimes, when reading between the lines, I get the idea that Apple is
working on (cross platform) replacements for WOBuilder, EOModeler and
    others.

In terms of WOLips I think it should try to be open - to allow all and
any helper applications (old and new, Apple and non-Apple).

I saw malings about this a while ago. Have they started? Is there a
    release plan?
