The woapplication task fails nastily if the stated wsresources or
resources tags' folders don't exist. Sometimes there are no resources,
and one has not had a need to add the folders. Can we make the
non-existance of those internal folders succeed with a warning instead
of failing hard. At least having the option to do that, even if it's
not the default would be nice, for a use like WOLips.
