    Have a look at Eclipse's competitor, NetBeans (http://www.netbeans.org/).
    I've used it to create Swing UI's in the past and have been pretty happy
    with it.

    The GUI builder is quite mature, and the IDE is free! I cannot vouch for
    how well it works on OS X, but it is using swing.
