I believe the eclipse.refreshLocal was droped scores ago. Wasn't it responible for the Ant build triggering another Eclipse build?
At any rate, the easiest thing to do is to create fresh project and compare its build.xml file to the one of your existing project. Essentially you should try to copy customizations from your existing file and then replace the old build.xml with the newer one.

the task may have been renamed, check what is generated when you create
a new framework project.
You can also check the Tasks tab under Window:Preferences:Ant ...
