Moin James,
it's a bug. It happens when you expand the project node in the package
explorer immediately after creating the project. Don't ask why it
happen sometimes. It seems to be fixed in 3.1.
Just wait an extra second the next time. :-)
Close and reopen the project and WOLips should create the files for you.
