Workspace Refresh/Rebuild

I am using 2.0.0.54 and have noticed that the workspace will refresh
itself, then rebuild, then refresh, then rebuild, then ....

It seems to be in an infinite loop of refresh/rebuild as if when it
rebuilds it triggers the workspace to refresh, which notices files
have changed from the rebuild, and then rebuilds causing another
refresh.

Anyone else notice this?
