    I've double checked the exclude patternsets, and the resource is not listed
    in them. There's two sets of patternsets, ant and woproject. I'm assuming
    that the ant ones are used if the WOLips build style is set to "Use Ant" and
    the woproject one is used if the build style is set to "Incremental". Is
    this correct? My build style is set to "Incremental".

    No, this is the right mailing list, since it is a WOLips problem.
    Older version of the plugin had some issues with the patternsets,
    especially if you added resources using the contextual menu.

    Two suggestions:
    - check that a reference to this file is _not_ in the
    resources.exclude.patternset.
    - make sure the resource is specified as "**/resource.name"
