If that app is not starting that will show no useful information.
That log is logging the processing of received requests.
As Paul said, it is a case of permissions. In most cases this is on
the Log file / directory configured in JavaMonitor. These links
should provide some help in getting additional logging and in sorting
out the permissions problem:
