I think the thing that determines this is your Eclipse default VM
(set under one of the Java configuration preferences). For instance,
you can Run As => Ant Build ... and pick Ant's VM. Install probably
picks the eclipse default, though I've never actually looked at the
code.
And there is no diff here between OS X and Windows. Java's class
file major/minor version did change between 1.4 and 1.5.
