The WO license prohibits this, AFAIK. While you can develop
under OSX for free, I believe you have to have a development
license from Apple to develop on another OS (only with pre-5.3
too, I think?). I'm sure it is possible for you to copy enough
of the "right stuff" to another OS to do this illegally, but it
would violate the terms of the license.
