    As he is not using Direct Connect, all requests go though wotaskd.
    This is setting the default for wotaskd to connect to and receive a
    reply from the application. If you have actual applications
    configured you can override these defaults on a per-Application
    basis. As dev mode has no configured applications, it uses the
    wotaskd defaults.

    Yes, it writes this to /Library/WebObjects/Configuration/SiteConfig.xml
