New Entity Index Context Menu Incorrect in Outline View

In the Outline view for an EOModel, the New Entity Index content menu item is present for the root node (the EOModel node) but not for the entity nodes. When selected it produced a "no entity selected error". This context menu item should be attached to the entity nodes, not the root node.
