WOLips knows about them because hey are installed in a known location.
You should have an environment var called 'NEXT_ROOT' that gives the
path to the WO install folder (defaults to c:\Apple). From there, the WO
frameworks are in \Library\Frameworks. Any frameworks you create
(or others you are using, ie Wonder) should be installed to
NEXT_ROOT\Local\Library\Frameworks (if you want to install them to
your dev pc, you don't have to. I just use the source project).
(Any WO apps you create and want to install should be installed to
    NEXT_ROOT\Local\Library\WebObjects\Applications).

I am new to the list and not sure what else you asked for, but I've been
using WOLips on a pc for dev work for almost 4 years, so I can probably
    be of more help.
