Allow re-ordering of WOFrameworks for the classpath

There needs to be a way to easily re-order WOFrameworks so that the classpath is created in the proper order.

For example, ERExtensions needs to come before JavaFoundation in order for the correct NSArray class (with generics support) to be used.
