Entity Modeler generated SQL misses some foreign key constraints

I have a model that points at an Oracle database. By some kind of black
magic, EOF knows to use sequences to generate the primary keys, and
Entity Modeler knows how to create foreign key constraints ... mostly.

One entity has two foreign keys to lookup tables. I get a constraint for
one of the values, but not the other. I can't figure out any difference
between the two relationships.

Has anybody else encountered this? Do you know where there is
documentation about how Entity Modeler generates constraints?
