    It is not so much of a question of how to make it work as how to make
    it work easily without the user needing to know how Ant finds these
    things. To me, this is another "barrier to entry" issue.

    WOLips could just copy it when it is installed. But you might not
    want it updated. And what about when Eclipse is installed? There are
    too many ways to do it and none are set up by convention so people
    have to stumble over this.

    I would be OK with having WOLips write the path to wroproject.jar into
    ~/Library/wobuild.properties when it is installed or updated. That
    would allow the build.xml to be written to handle the most common needs.
