web.xml: incorrect path for WOtaglib_1_0.tld in taglib element

Problem:
The WO tag lib path in the generated web.xml is incorrect, instead of
<taglib-location>/WEB-INF/tlds//WEB-INF/tlds/WOtaglib_1_0.tld</taglib-location>
it should read
<taglib-location>/WEB-INF/tlds/WOtaglib_1_0.tld</taglib-location>

Solution:
In the WOProject web.xml template file, change the taglib-location:
<taglib-location..OTagLib@</taglib-location>
