Debug: Can't step in java code when framework isn't open in workspace (loaded through Roots)

If I have Application A depends on framework F and have Framework F closed in the workspace (it then picks up the framework from Roots, along with the src.jar thing to locate the source file), the debugger can't step in any of the classes defined in Framework F . It just seems like it can't locate the source code and doesn't even complain about it. The code is compiled with the debug flag on and the src.jar file is there and loaded by Eclipse/WOLips so I'm not sure what's missing. I don't see any exception in the console either.
I wouldn't mind building a simple workspace with sample framework / application to show the issue. If it's believed to be an eclipse issue, then bounce the bug my way and I'll file one for them to look at.
