    Let me try to precise:

    I have a project (WO application), which includes (and references)
    several frameworks as (embedded) project local framworks
      and a workspace, which contains corresponding framework projects.

    Now, when adding my application project to the libraries workspace,
    the application references the project frameworks (the open ones of
    the workspace). That's what I expected form your quoted notes.

    So far so good.

    Closing <quit> the workspace (now containing the app project) and
    restarting eclipse again:

    Now the app references ist own embedded (project local) frameworks,
    not the ones of the workspace.
