Extend Wolips Properties File Preference to allow build.xml to access it

Allow the default Ant build process to use the Eclipse -> Preferences -> WOLips -> Build -> WOLips Properties File preference just like the incremental builder can.

1) Add a project.wolipsproperties setting to the build.properties file and have it set by the Eclipse -> Preferences -> WOLips -> Build -> WOLips Properties File preference setting
2) Have the Eclipse -> Preferences -> WOLips -> Build -> WOLips Properties File preference setting default to "wolips.properties".
2) Change the default build.xml file to use the variable ${project.wolipsproperties} instead of the hard-coded string "wolips.properties".
