I had filed a bug with eclipse.org:

plugin update not visible until quit/re-launch
MS said that he was aware of what was needed to generate p2 information, as the respondent in the bug recommends.
If the update/install infrastructure is old, that might be why there seem to be intermittent problems. Just today, I am trying to update and eclipse says there are updates but it gets an error when it tries to fetch them and it just really pisses me off. Sorry, but should it really be necessary to uninstall and re-install every other time we want to update? (rant over) (maybe) (deep breath....)
Ok. So, is there anything I can do to help. Who has access to the machines on which the installs and updates are hosted.

Am I the only one seeing these install/update issues? Or I am the only one getting annoyed? I cannot tell.
