    I had the same problem. As it happens, eclipse does not compile the code from the project if there are build errors in projects that are in the build path. Nothing ended up in the bin folder, and consequently in the build folder, so the thing would not run. Removing or closing the projects in the workspace that are a problem, so that you rely purely on the installed frameworks fixed the problem for me. bin got populated aqain, and after doing a clean of the project, everything was fine.
