XCode 3.2 was on the SL disc. I installed that and then let Software
Update being it to 3.2.1 .. there was no WebObjects option in that
XCode installer.
I got WebObjects from here:
http://support.apple.com/downloads/WebObjects_Update_5_4_3_for_Mac_OS_X_10_5
