No it is not a bug:)
You have to escape & in urls based on HTML specifications. Your urls will still work.
I think if you are using Wonder (or maybe WO5.4 by itself is enough) you can create these static urls by code and have the escaping done for you. Or you can just correct them by hand one by one.
